How I read this case
In the public sector the problem is rarely the model: it is that the procedure has three owners and none answers for the whole. A case that puts an assistant on top of the old procedure makes it faster to ask about and just as slow to resolve. The ones that work redesigned the process first.
The three questions
- Whether the procedure was redesigned or only given a service layer on top.
- How an automated decision is explained to a citizen who challenges it.
- What happens to those who cannot or will not use the digital channel.
